State Rules

- No scouting or city attacks on NAP4+ (includes protected academies).
- No tile attacks except during BIA/KE, or if someone gathers on your own territory.
- No city attacks in grey/red zones. No solo grabs for first occupation rewards.
- Max 3 Forts + 1 Stronghold (SH) per alliance. First occupation must be via rally.
- During KE: tile attacks within NAP allowed until SFC only; city attacks remain forbidden.
- Violations can result in burning/zeroing, NAP exile, or permanent ban.
