Whiteout Survival Transfer Ticket Cost & State Transfer Guide

One-page guide for the State Transfer event: phases, how tickets (Transfer Passes) work, how to prepare, and how to stay under caps without wasting progress.

What is the State Transfer event?

State Transfer is a limited-time event that lets you permanently move your city to another state if you meet requirements and pay Transfer Passes (tickets). Transfers are limited by state capacity and a Power Cap set by the target state during the event.

Quick overview (in 60 seconds)

  • Transfers are not always available; the event appears occasionally and is announced in-game.
  • The target state sets a Power Cap. If you are above it, you may need special handling/invites (depending on phase).
  • You pay Transfer Passes (tickets). The number depends on your Transfer Score vs target state rating.
  • There are 3 phases (pre-transfer, invitational, open).
  • Open Transfer is usually the “rush” moment: first come, first served until state slots fill.

Event structure (3 phases)

Phase I: Pre-Transfer ≈ 3 days Power cap is set; presidents review requests; players scout states. Contact target states + alliances, confirm your fit (timezone/events), and avoid power spikes.
Phase II: Invitational Transfer ≈ 2 days Presidents can invite players to transfer early (ordinary & special invites). If you are above cap or need priority, coordinate with state leadership ASAP.
Phase III: Open Transfer ≈ 2 days Anyone under the cap can transfer until slots fill. Be ready on time with passes. Have your target alliance ready before the window opens.

Power Cap vs Transfer Pass cost (don’t mix these up)

Concept What it affects Common mistake
Power Cap Whether you are allowed to enter/move (especially during Open Transfer). People lower power too late, or lower the wrong things and still miss cap timing.
Transfer Pass cost How many passes you must pay to transfer. People dismiss troops thinking cost goes down (usually it doesn’t).
Slots / capacity Even if you meet cap and have passes, a state may fill up. Waiting too long during Open Transfer and losing the slot.

What affects Transfer Pass cost?

Transfer Pass cost is based on your Transfer Score compared to the target state’s rating. Higher transfer score usually means more passes needed.

Lowering power: what helps (cap) vs what helps (ticket cost)

Goal What works (observed) Notes
Get under the Power Cap (eligibility / special invite) Yes: “power reduction” actions before the snapshot check (see checklist below). We have seen this work when done before reset (Saturday → Sunday), between SVS battle and reset.
Reduce Transfer Pass cost (ticket cost) Not guaranteed. Cost seems to depend on deeper progression/score. Do not rely on “power tricks” to lower the pass cost.

How to get Transfer Passes (tickets)

Source Frequency Details / notes
Alliance Shop Weekly (typical) Often 1 pass/week for a fixed token cost. Make it a habit: buy it every week if you plan to transfer in the future.
In-game packs Monthly reset (typical) Tiered packs that unlock progressively. Useful to top up if you’re short, but try to plan ahead.
Planning tip Always Do not spend passes until you have (1) target state confirmed, (2) alliance placement confirmed, (3) transfer window confirmed.

Ticket saving plan (practical routine)

  • Buy the weekly pass in the Alliance Shop as early as possible after refresh.
  • Prioritize activities that generate alliance tokens (events + participation).
  • Keep a “minimum stash” before you shop other things (example: always keep X tokens reserved for the next weekly pass).
  • If transfer is announced: stop “fun upgrades” for a few days so you don’t increase score/cost right before the window.

Lower Power for the Power Cap (avoid Special Invite)

Transfer tickets are fixed. Lowering power is only useful to get under the Power Cap (eligibility) and avoid using a Special Invite. For the step-by-step checklist, use this focused page:

Placement Your city is placed in the target state (often at a random location).
Protection You usually receive a temporary shield after moving.
Chats You are removed from old state chats and must join the new state/alliance channels.
Resources Keep resources safe; anything unprotected may be at risk depending on game rules.

Transferring to State 2277 (our process)

  • Join our Discord first and introduce yourself.
  • Share your timezone + which Bear Trap time you can make (UTC).
  • Share a short profile: activity level, main focus, hero generation focus, chief gear/charms.
  • We will suggest a target alliance (SSS / ACE / TCG / REN) or academy depending on space and event times.
  • Read the Rule Book and confirm you understand NAP4+ rules.
